Meet Dr. Belnap

Dr. Belnap

Dr. Belnap, the founding physician of West Coast Pain Specialists, is a double board-certified specialist in the fields of Pain Management and Rehabilitation Medicine. He completed his undergraduate training at Brigham Young University in Provo, UT and medical school at Midwestern University in Glendale, AZ.

He then completed his residency in Physical Medicine and Rehabilitation at Walter Reed Army Medical Center in Washington DC followed by a fellowship in Pain Management at UC Davis Medical Center in Sacramento, California. He served as Chief Resident towards the end of his residency and upon completion of the program was selected as Chief of the Inpatient Rehabilitation Service at Walter Reed Army Medical Center.

He was then chosen by the Surgeon General of the Army to relocate west with the task to help establish a highly specialized combat casualty rehabilitation center at Naval Medical Center San Diego. He became the first Medical Director of this center and upon separation from the military was awarded the Meritorious Service Medal which is equivalent to the Bronze Star for combat service.

Dr. Belnap has expertise in providing treatment for a wide array of conditions including sports injuries, spine & joint disorders, complex polytraumatic injuries, amputations, and neurologic disorders. He has been a contributing author in peer-reviewed journal articles and medical textbook chapters in his specialty. He has also given numerous presentations at national and local conferences throughout his career. He is a native of Southern California and enjoys basketball, volleyball, surfing, volunteering in his church & community, and spending time with his wife and five children.

Julie

Julie Perry PA-C


Julie Perry PA-C grew up in Greendale, Wisconsin. She earned her undergraduate degree from the University of Wisconsin-La Crosse and her Physician Assistant degree from Midwestern University in Downers Grove, Illinois.

Julie has been practicing as a certified physician assistant for 22 years with her main focus and specializing in General Orthopedics, Sports Medicine, and Orthopedic Surgery for the past 19 years. She has also worked in Occupational Health, Urgent Care, and the Emergency Room prior to pursuing her interest in the Orthopedic Specialty. She is certified by the National Commission of Physician Assistants (NCCPA) and is a member of the American Academy of Physician Assistants and Physician Assistants in Orthopedic Surgery.

She has lived in Encinitas, California for the past 4 years after moving here from Scottsdale, Arizona and has continued her career in orthopedics and orthopedic surgery. She is excited and honored to be joining West Coast Pain Specialists and to be working with Dr. Belnap. His reputation, culture, core values, plus quality of care and compassion for his patients was a driving force for her being honored to join the practice. She’s looking forward to helping him manage his patients and help to take care of new patients as well.

She enjoys running, hiking, traveling, meeting new people, and spending time with her family and friends.

Mary Anne, Nursing / Billing


Mary Anne pursued nursing because of her love for people and human biology. She became a Certified Nursing Assistant in high school, then continued at the No. 1 rated nursing school in Arizona and became a Registered Nurse at the age of 21. Her first job after nursing school took her to Southern Idaho as a Hospice Case Manager, which she loved; however, it was cut short by a stronger desire to serve for her church.

Mary Anne lived in El Salvador, Central America for a year and a half as a missionary; and as a nurse, she was assigned to care for all the health needs of the missionaries in the El Salvador/Belize regions. Upon returning to the USA, Mary Anne took a hiatus from work to recuperate. As Mary Anne returned to nursing, she found a perfect fit at WCPS.
